Greetings OpenStudier! Unfortunately this is an Aero trick, so it will only work in Vista (Blech!) and Windows 7. It will definitely not work in any version of Windows prior to Vista.
If you are using Vista or Windows 7, it is probably not working because you have Aero disabled. Aero is pretty resource intensive so a lot of people turn it off if their machine is not real powerful, or if they would just rather free up the resources than to have the Aero eye candy.
If you are having trouble enabling Aero, check out this article (http://bit.ly/MwwMyT). It will not only tell you how, but also lists the system requirements to run Aero. Hope that helps.
I'm not sure if I understand your question mathslover. I got that you want to change the pen tool of a particular software, but what software is it and in what way do you want to change it? Do you want to change the icon representing the pen tool or the function of the tool or what? In most cases making any changes to a programs appearance or function can be accomplished through option or preference menus for the software. However, if the options that you are after are not provided natively within the software you are likely out of luck unless the software is open source and you have some programming skill. If this does not answer your question reply back with more details on exactly what you are trying to do and I'll see if I can help.

However, there is a lot of live illustrating software (that sounds like what you are looking for) available for free and for purchase; open-source and proprietary. I'm sure that you could find something that suits your needs. Just Google whiteboard software and I'm sure that you will find something that you can use. Now whether you find something that allows you to customize or change the pointer . . . well that will probably come down to a matter of trial and error, although you might find something with documentation that tells you that you can do such a thing.
